Election of Directors

The District Board of Directors consists of five (5) members, each of whom must be a registered voter residing in a specific zone of the District.  Directors serve a term of four (4) years.  The four-year terms are staggered so that either two or three board members are elected every two (2) years.

In accordance with Health & Safety Code §32100.5 the general election to elect Board members shall be held on the first Tuesday after the first Monday in November of each even-numbered year.  District elections shall be consolidated and shall follow the procedures set forth in the statewide general election provisions provided in Elections Code §10400 et. seq.

The Fair Political Practices Commission (FPPC): 

When voters passed the Political Reform Act they simultaneously created the FPPC to administer and enforce the landmark ethics law, as well as inform and assist public officials, employees and candidates to comply with its provisions. Specifically, the Act gives the FPPC authority to adopt, amend and rescind rules and regulations to carry out the purposes of the Act. In addition to interpreting and enforcing the Act, the FPPC focuses on providing current information and useful assistance to encourage compliance. 

Statements of Economic Interests - Form 700: 

Every elected official and public employee who makes or influences governmental decisions is required to submit a Statement of Economic Interest, also known as the Form 700. The Form 700 provides transparency and ensures accountability in two ways:

  1. It provides necessary information to the public about an official’s personal financial interests to ensure that officials are making decisions in the best interest of the public and not enhancing their personal finances.
  2. It serves as a reminder to the public official of potential conflicts of interest so the official can abstain from making or participating in governmental decisions that are deemed conflicts of interest.

The District retains copies of Form 700 for all Board of Directors and the CEO.

Vacancy of Office

The Board Government Code §1780 provides the method of filling the vacancy of Healthcare District Board members.  The Board of Directors has up to sixty (60) days after the vacancy has occurred to appoint or call an election to fill the office of a new Director.  In accordance with Health & Safety Code §32100.1, the new appointee is required to be a resident of the Zone in which the vacancy has been created.  Notice of the Vacancy shall be posted at least fifteen (15) days prior to the meeting in which applicants are interviewed.  The interview process and vote of the Board of Directors shall be done at a public meeting in an open session.
